Government Relations Meeting 4/19/05 Minutes

Present at meeting: Charlotte, Abraham, Sharon and Vic.

1. Speaker from POSSE named Betty Green People Organizing Safe Environments. She is from Dennis Zine's district. 2 3 hour training in one night for volunteers. It is great for outreach. They deal with graffiti, illegal dumping, yard sales, abandoned cars. They work closely with LAPD and ride along with Senior Lead Officers (SLO). They carry notebooks in their cars. One can call 311 or an 800 number. (City offers a $1000 reward to catch someone and prosecute someone at graffiti). Zine says there are 300 members; it has made a huge difference. The goal is to get 500 members.

Michael Bessem in Dennis Zine's office (818) 756-8848. They do outreach at different meetings i.e. councils and neighborhood watch. "eyes and ears for the neighborhood." They are given 15 minute presentations by different city departments: bldg and safety, police, fire, transportation, street services.

Motion: To send a letter to the Wendy Greuel's office asking her to model a POSSE program in her district after the POSSE in Dennis Zine's district. Vote. Passes unanimously.

2. Charlotte Laws hands out letter regarding giving Neighborhood Councils the ability to refer matters to the city council in the same way they are referred by other city departments. Motion to approve the letter and send it to the full city council. Vote. Passes unanimously.

3. Business Tax Reform We will do more research. Goal is to reduce the tax in our area in the same way as redevelopment areas get a business tax reduction. We are close to the North Hollywood area which gets this benefit. Vic will do research to see if the benefit is only for the entertainment industry or for all businesses. Then we will write a letter, if it is for all businesses. We might want to ask Wendy Greuel to push this.

4. Cancerous ordinance Vic will do more research and present this at the next meeting.
